I love this kind of stuff – like the Essie Lux Effects and CND Effects/Nfu-Oh flakies – IF they lay flat and don’t end up with a rough surface.

I don’t think so. The press release stated that it’s only available in stores. Unless someone’s own online store carries it by buying them physically, your best bet might be to ask someone to mule it.
